About Debra

Bio

I received a BS degree from Frostburg State University in political science in 1990. Upon graduation, I began working for the District Court of Maryland as a court clerk.  In 1992, I received an appointment by the Honorable Paul J. Stakem to serve as a District Court Commissioner.  I remained in that position for the next 30 years retiring in October of last year.   The first duty of a District Court Commissioner is to determine probable cause for criminal charges.  This position demands the ability to be able to read, understand, and apply the law, an ability that will serve me well as a Judge of Orphans’ Court.  I have lived in Washington County since 2008. Since my retirement from state service, I have enjoyed becoming active in Republican politics, attending church, and learning to shoot at North American Rod and Gun Club.

Why I Am Running for Orphans’ Court Judge?

I am seeking the position of Orphans’ Court Judge to continue my service to the citizens of the State of Maryland. My entire career has been with the Maryland Judiciary.  I consider it one of the greatest honors of my life to have held this position and leaving after 30 years has created a void that I look forward to filling by becoming a Judge of the Orphans’ Court

What is an Orphans’ Court Judge?

Orphans’ Court Judges are responsible for making sure the terms of a will are honored. If a dispute arises there is a formal hearing to settle the estate. Judges determine the validity of a will, proper beneficiaries, appointing a personal representative, or removing one.  If an heir to an estate is a minor and no provision is in place to protect the assets given to them by the decedent, the Orphans’ Court can appoint a guardian to protect the assets or property until they reach the age of 18.
